This he said through implementing the Optional Human Rights Protocol. Mr. Jayasekera said the UNP was ready to support the government to implement and back it at a referendum. &lt;/p&gt;&lt;p&gt;Minister of Export Development, G. L. Peiris who responded said the Supreme Court had informed that Protocol has to be implemented by a two-thirds majority in Parliament while it has to be approved by the people through a referendum. &lt;/p&gt;&lt;p&gt;The government also said the European Union had not requested Sri Lanka to uphold this protocol. &lt;/p&gt;&lt;p&gt;Mr. Ravi Karunanayake said all government institutions owe a total sum of Rs. 44 billion to the CPC.
